Call for Proposals – Implementation Agreement for Improving Youth Digital Skills and Employment Opportunities in Lebanon (ILO)

Target Audience:Registered non-profit organizations with robust experience in youth skills training and digital employment programs in Lebanon (notably in North Lebanon and Greater Beirut).
Opportunity Summary:The International Labour Organization (ILO) is inviting proposals for a partnership to train at least 1,000 young people (60% Lebanese, 40% Syrian refugees) in digital skills and facilitate employment for at least half of the trainees in North Lebanon and Beirut over 18 months (Sep 2025–Mar 2027). The program covers digital and soft skills, practical market needs mapping, customized training, mentorship, job facilitation, and monitoring, with a focus on local and global digital job market demands, gig work, and entrepreneurship. Proposals must detail methodology, partnerships, training plan, and post-training impact assessment.
Eligibility Criteria:
- At least 7 years’ experience in youth skills development, vocational and digital training, and linking labor market supply and demand.
- Capacity for in-person and remote (LMS-based) digital training delivery.
- Proven on-the-ground presence in target regions (North Lebanon, Beirut), compliance with Lebanese regulations.
- Track record of successful partnerships with public, private, and international actors.
- Knowledge of Lebanese context, culture, and youth needs.
- Network with digital job providers and job placement platforms.
- Funding to cover training, employment facilitation, mentorship, and monitoring activities.
- Integration in ILO and PROSPECTS initiative networks.
- Technical and communication support from the ILO and partners.
- Visibility for the implementing partner’s impact in national youth digital empowerment.
